A person may be involved without seeing the whole event. A witness may know what happened without knowing why. A departmental voice may interpret evidence it never directly observed. GD808 keeps those authorities separate on purpose.

These five dossiers are public lore seeds. They establish useful human roles for stories and racing legends without claiming that provisional biography is live telemetry or settled archive fact.
